Enable special menu cheat

Dumb question and this might of been answered already, but couldn't find it anywhere on the forum.

Is there way to enable the all cars cheat that allows you to open up the special menu in the phonebooth when you press F2? Like how you can do it in multiplayer, but can do do it through Lucas's launcher?

Enable the Debug Test hack (found on the "Developer" tab), that enables it.
