"Unlock All Rewards" unlocks everything that's available in the game. It does not give you the milk truck, black ferrini, cell cars, etc... From my experience that is.

I've done the same as you with the winter mod. I remade it and it looks like your second version, though mine is not 100% done due to the fact that my old pc crashed so i lost what i made ;( please keep yours alive and finish it! it's looking very great!
