The first part is very possible (there are blender tutorials on youtube and mod making tutorials here) The second part will be a lot trickier, but still possible (with massive amounts of work and time, probably easier to just re-create the game and natively add those stuff in rather than use code in...

This is awesome! you could re-use all the assets from the game, change the textures maybe, for a remake personally i would love it to be as accurate as possible, using as many assets as possible (even the original game files maybe) so modding is possible and such Great work though, cant wait to see...

This mod is awesome! just a few issues i would amend: Collision / skeleton joints for lights are not properly done for Garrisons car. Garrison needs to be moved down a bit in his car, head clips through (and bum far above seat) and forward so hands are on wheel NPC cars same issue - also wheels are...
