He'll be in the mod somewhere, but we haven't quite decided how. If I had to guess he'll probably just be a ped and a playable character in the multiplayer version too.

Yeah that'll be in the mission pack Colou's working on. He didn't include the traffic zones in the base map since it's meant to be as bare-bones as possible (so that it's as easy as possible to build mods on top of it).
