Do you have the latest Microsoft .NET Framework installed? I believe Lucas' tools all require .NET 4.0 and above. Download the latest version of the .NET framework and try open the mod launcher again. https://dotnet.microsoft.com/download/dotnet-framework

@IRLxBALLER This mod is going to have at least 1 or 2 custom levels, and one original SHAR map which is heavily modified; including removing certain roads, terrain, and adding new buildings.
