Oh ok, I just found out that it's an Add-on in Blender. Can someone explain in a step-by-step how to add the Add-on into Blender, and once done how to make the skin edits? Thanks

Munky99, I did a voice to test, and set it to 24000hz...it still sounds awful. What exactly is Mono recording?

What program should I use when I'm actually speaking the lines? Audacity works, but the audio quality is pretty bad

Well, I edited the joints of Principal Skinner...the skeleton worked fine. I think we could just copy and paste models of other characters using Skinner's skeleton as the base?
