Check the following paths and see if there's a folder in them called "Saved Games". If there is, delete or move it. The launcher perceives all folders located within these folders as mods and tries to read them as such. <PLACE OF INSTALL>\MODS Documents\My Games\Lucas' Simpsons Hit & Run Mod Launche...

All hacks which a mod can require are built-in to Lucas' Simpsons Hit & Run Mod Launcher. Worst case scenario is that you'll be running an older version without a certain hack and you'll need to update the launcher.

The Hit & Run chase vehicle for a level is defined by that level's "leveli.mfk" file, located in \scripts\missions\level0X: CreateChaseManager("cHears","Pursuit\L7cop.con",1); The important part is the first argument ("cHears"), as this specifies the vehicle.
