You would need a way to install Windows or configure Wine to work with the Mod Launcher and The Simpsons: Hit & Run. The only way on an M1 MacBook to use Windows would be to use Parallels. Try some of the other methods for the built in Frame Limiter. Click on "Mod Settings" when selecting "Frame Limiter". There's currently 4 different methods "Waitable Timer", "Sleep", "Busy Wait" or "Sleep and Busy Wait"

Put them in a separate folder away from the Mod Launcher, open the Launcher, go to "Open..." then "Launcher Settings..." and add your folder to this list: Then you'll never have to do anything like that.
