You can click on the dropdown list that says "All General Mods" by default and select "Author" then using the second dropdown list, you can find an author you want.

If you're talking about The Simpsons: Hit & Run, yeah, you can download the mod launcher and pick the mods you'd like to use. The Mod Launcher can do as much as custom levels/missions or as little as just making the game work on Windows 10 and adding additional resolutions.

Does your game also crash when you try to use the Elecatarus? Which is unlocked in level 1 by completing the 3 street race missions.
