You can't use the car at your own leisure without unlocking it first. You can use the car in the mission if it forces you to, but otherwise you need to unlock the car. Correct. It dynamically changes the files which reduces file size and was easier to update because of it. And this should work with other mods. You should just be able to drive thru any object with a car using it. Just tested it and it works. Make sure the mod is enabled in the mod launcher.
