The game uses actual audio files, so unless someone re-created them it probably does not exist.

Are you using Increased Reward Limits? The base game's car stats are limited to 50, this hack makes it infinite, as well as a few other details available on the linked page.

I can't remember if using a controller automatically disables mouse look camera, but if it doesn't, check the game's settings and disable that. I don't have a controller readily available to test this. Let me know!

The only fix is to limit your frame rate to 60 FPS. Unfortunately, the frame rate is so tied to the physics system that is currently not something we can workaround in a more proper way. You can find the Frame Limiter in the settings tab of the Mod Launcher as DFB said.
