We have located the issue. The issue is the number format on your computer is set on Russian, which uses commas as decimal places. That OBJ file seems to import fine for us. What exact version number of Lucas' Pure3D Editor do you have? Can you upload a screenshot of the error message (to imgur if you need a place to upload to) and copy/paste into the forum any details that the error gives.

DirectPlay is an obsolete networking library, that none of Lucas' tools or the game uses. Can you screenshot the error @DouglasColvin so Lucas can figure out what's going wrong?

Everyone has this issue, not just you and OP. Loading times are fixed by running it in compatibility mode or using Lucas' Simpsons Hit & Run Mod Launcher which is the recommended way of fixing it.
