There should be a file with a .config extension in your Mod Launcher folder. If you delete that, it should work.

Long answer, yes, but it requires an extra step in the form of inputting a cheat: Turn on On Foot Orbit Camera in the Settings tab of the Launcher When in a vehicle, open the in-game Options menu, hold F1 and hit Down, Down, Down, Up Enter the Settings menu and for Camera, select...
