Might not be the whole problem but you definitely need a semicolon after "SetMaxTraffic(5)" in your third stage. In addition to that, a stage message index of 407 seems way outside the normal range, you may want to look into custom text for a specific mission and go lower with your numbering. MISSIO...
MR PLOW AND SNOW MOD

Based on the fact that they mentioned importing Sideshow Bob and referred to costumes and characters when asking for the P3D, I'd be inclined to assume they mean the Mr. Plow costume for Homer. Unlike the vehicle, that is not included with the vanilla game.
