That's not quite true. The PC version uses both RSD4PCM (for music/sound effects) and RSD4ADP for dialogue. I've never used a non-English version of Hit & Run with the Mod Launcher, but (as far as I know) the EXE file is responsible for which language files are loaded by the game. Are you using the original EXE file that came with your copy?

Nope, the music in the PC version is exactly the same as the Xbox version (and is the highest possible quality). The only higher quality songs known currently are Jeff Tymoschuk's demo tracks (which I also have a mod for) but unfortunately there are only 3 of them.

That's an issue with a pirated copy of the game that is very broken and (for some reason) very common. I can't really help you any more than just telling you to buy the game on eBay or Amazon.
