Texture Edges appear "Jagged"

The 'Allow Textures Larger Than 2048x2048' setting is pretty much useless in the base game as none of the textures are anywhere near that high quality. On average they tend to range from 32x32 to 128x128, and there are very few that are larger than that.

As of RRR 1.2.3 all traffic cars (minus the sedans due to a coding error - as you've already found) are no longer drivable. Which Missions Can You Not Skip?

The only missions not able to be skipped are Alien "Auto"topsy Part 1, 2 and 3. This was presumably done because they are the game's finale, and skipping them would be pretty anticlimactic.

The RMS builder is a command line tool, and it can't just be opened like a program. If you want to uncompress an RMS file you can just drag the RMS file onto the EXE. If the music is going 'too fast' then it means that either the sample rate is wrong, or the sound file in in mono. As for the RMSs, the main menu normally uses "l1_music.rms", but for whatever reason when you exit out to the title screen from in-game it starts using "l3_music.rms"
