Vehicle mods, yes, as long as it can output as OBJ/be converted to OBJ by another software. For character mods, Blender must be used, and it's a pretty advanced form of modding.

You're a bit late. The 15 year anniversary was nearly 2 weeks ago. As for getting a sequel or remaster, this game is lost in copyright hell (as in, nobody is too sure who actually owns the rights for it) so making a remaster would be pretty difficult. A sequel also isn't probably a good idea either,...

Because Road Rage is much less popular of a game. It's very repetitive, and not as enjoyable as Hit & Run.

There's not really much help I can give you except that being faster on the earlier stages really helps, as otherwise the end gets really tight and hard to reach. Yeah, I don't object to any YouTube videos of my mods. I don't even think I could do anything to stop people if I wanted, mods can't really be 'copyrighted' seeing as it's 90% copyrighted content anyway.
