Is there anywhere to move the "Ambience" files from the rcf into CustomFiles?

"right click the folder > Extract contents...". As long as the files are in the folder "sound/ambience" in your CustomFiles, the mod launcher will recognize that. Have you renamed the character inside the p3d file? Or just the file name?

I don't think a Skateboard vehicle mod will work just because of how animations work, but you could add a skateboard to Bart's composite drawable and rename the surf animation to Bart's walking animation. That way he's always riding a skateboard. Getting into vehicles will look weird, though.

Not very good at custom cars, just a lot of pieces to them. I'm very good at making custom characters if you need them.

LBSC is the Legitimate Business Men Club, which is a front for the mafia. I'm guessing originally L5M1 didn't end there and instead somewhere else, and you'd have to drive to the LBSC to start L5M2. I'm sorry if I haven't answered your question, I'm not entirely sure what you mean.
