How do i play Multiplayer Cars And Characters?

Drag the Multiplayer Cars and Characters.LMLM file to the Launch.EXE file for The Simpsons: Hit & Run Multiplayer. The launcher will then open as usual. Setup the options to your liking, then click Launch to play.

I believe this may be possible, but it probably would not be exactly the same, since the PlayStation 2 version utilizes some special effects exclusive to the console to create the blur effect (hence why it is "removed" in the other versions). Still, it's a neat little idea overall.

It is currently impossible to disable Level 1 Mission 0 in any form.

PCs don't really have any cheat devices, the closest thing I can think of is Cheat Engine. I'll see if I can go about adding any useful Cheat Engine modifications when possible.

Update! Now features both PAL and NTSC-U GameCube Action Replay codes and some PlayStation 2 CodeBreaker codes (only NTSC-U). Also made some small edits.

That is an issue with your disc. To my knowledge, this issue was unheard of until now. Unfortunately, there are no workarounds and if you wish to continue, you must either clean the disc (may not work) or purchase a new copy.
