That might be the issue. Unofficial "digital" copies of the game have been known to have very odd and out of place issues. Of course, I could be wrong.

Yes. Place them in a folder that Lucas' Simpsons Hit & Run Mod Launcher searches for mods in (either <PLACE OF INSTALL>\Mods or Documents\My Games\Lucas Simpsons Hit & Run Mod Launcher\Mods, or a custom path that you specify in the settings).

Speaking as a "co-developer" here, thanks for the feedback and suggestions. They've been passed on for consideration on what to tweak and exactly how to make the mod more enjoyable. A lot of these slipped through the cracks when testing. Not sure what's going on with the new Sunday Drive theme stutt...

Only Donut Team themselves are actually capable of editing the executable game code and releasing tools/hacks that would allow this. Mod developers don't create these hacks and executable file edits, rather expand and create what's possible based on already existing hacks and code.
