Download Lucas' Simpsons Hit & Run Mod Launcher from here, and open it, configuring the settings to the requirements and your desires. It's not a mod of any sort, just a model/Pure3D (P3D) file for the character. You'll need to add him to a mod yourself.

Might be more difficult, not sure. Nobody except anyone who already has it can play it since the creator removed the download links (see here for the story) and is not going to put them back.

Wow, this update is long overdue! I've been pretty busy (and simply non-motivated) recently, so apologies to anyone who wanted to see an update quicker. To compensate, this new update adds the entirety of Levels 2 and 3 to play. Have fun!

The Simpsons: Hit & Run Multiplayer isn't very popular (see here for the main reasons why) so it's rare that people will be playing. This webpage also contains a list of who is currently playing and what mods/mutators they are using (updated in real time).

The Speedy Simpsons Mod was recently taken down by it's creator and a new version is being made to "replace" it.

The replacement part is presumably because of a discovery made a few days ago (that we witnessed) where it turned out that Louie's model was probably Legs' at some point before being hastily edited since it has some elements that resemble Legs. That might be the issue. Unofficial "digital" copies of the game have been known to have very odd and out of place issues. Of course, I could be wrong.
