No, it's just the way it was written with Bulletin Board Code (BBCode) on the post is incorrect. Copy and paste the text into a browser instead, the hyperlink is set to lead to nowhere.

That's a feature of a hack which makes all traffic vehicles target the player at all times, but it can't be required/interacted with by the mod. The hack in question is Debug Test, found on the "Developer" tab of Lucas' Simpsons Hit & Run Mod Launcher.

You'll need to install/reinstall a Spanish copy of the game (I believe the installer allows the language to be changed). Both text and audio are effected.

Yes, by going to said location. EDIT: I find it fitting to state that the original point of this post was to not spoil exactly how to get on top of the Giant Toilet. Upon rereading, I can see I worded things incorrectly and so this post comes off as pretty stupid.
