That's correct. A mod has to require ASF before it can use its functionality.

As Proddy said previously: There is no official, legal download of this game. The only official way to obtain it is on disc. Lili As a result, I've removed your response.

I don't really understand your question. This is a resource pack of characters that mods can incorporate if they'd like. The characters don't have to replace any other character to be used.
