For future reference, you can generally check the .spt file named for the vehicle. If you look at elect_v.spt in scripts.rcf, that defines horn-mx6.rsd as the horn for the Electaurus.

Both of these options exist to some degree between the original game and Lucas' Mod Launcher. In regards to a noclip feature, the Debug Test hack allows you to hold H in-game to disable certain types of collision both on-foot and while in a vehicle. You'll also have to add "RequiredHack=CustomStatsTotals" to Meta.ini. I'm unsure why the post detailing it was removed or if you saw and copied it before that, but adding this to the end of your m7i.mfk will work for ending the game after one level. No Suppressed Drivers does exactly what the name implies. If you turn that off, the game will stop ignoring the suppressed drivers from level.mfk and you won't have Bart giving Bart a ride around town.

If I remember correctly, there are two things you have to do. The first, add this to Meta.ini: RequiredHack=CustomDialogueCharacterCodes The second, create a file called CustomDialogueCharacterCodes.ini in your mod folder, and add this inside: COSTUME_NAME=homer

This isn't actually a bug, Windows prohibits certain characters from being used in file and folder names. The InternalName section of the Meta.ini documentation has been updated to discourage use of these characters in mod names.
