I should have been more clear when I said to place the extracted folder in there. I meant to unzip the archive, and place the folder containing the files in your addons folder.

Personally, I've never had any luck installing addons from within Blender. This is the method that worked for me, though. Hit Windows Key + R, type "%AppData%" without the quotes, and press OK. For future reference, you can generally check the .spt file named for the vehicle. If you look at elect_v.spt in scripts.rcf, that defines horn-mx6.rsd as the horn for the Electaurus.

You'll also have to add "RequiredHack=CustomStatsTotals" to Meta.ini. I'm unsure why the post detailing it was removed or if you saw and copied it before that, but adding this to the end of your m7i.mfk will work for ending the game after one level. No Suppressed Drivers does exactly what the name implies. If you turn that off, the game will stop ignoring the suppressed drivers from level.mfk and you won't have Bart giving Bart a ride around town.
