I'd recommend just grabbing Notepad++ , and then setting up a mod folder. Would you please upload these P3Ds in a Launcher format, so people don't have to set these up by themselves? You can figure out how to do that here. Just set up the Meta.ini and then place the car P3Ds in CustomFiles/art/cars.
